Food additives in Japan

The new Draft Guidelines for Designation of Food Additives and for Revision of Standards for the Use of Food Additives has been published by Japan's Minister of Health and Welfare. The guidelines were developed by the Food Sanitation Council's Joint Subcommittee on Food Additives and Toxicology.

As in other countries, the key requirement for approval is proof of the safety and efficacy of a food additive.

To make the process of additive approval more transparent, the Japanese government has initiated the following measures:
  • Results of food additive evaluations by international organizations, including the process of approval and the scope of toxicity tests, will be taken into account in developing measures for approving food additives.
  • Food additive evaluations will be made as quickly as possible and advisory opinions should be sought from the Food Sanitation Council.
  • The Food Sanitation Council will publish its discussion documents.
